Is my bag qualified as a personal item?

I'm travelling to the Philippines via Qatar Airways. The rules on luggages are a bit strict. Even my carry on luggage that I've used before is too big by just 5cm,

I'm bringing a messenger bag to put my passport, tickets and laptop on. It's quite a big one as it can fit up to 17" laptops. I can't see any size regulations regarding personal items. I'm worried that they might not allow me to use it. I don't think it's safe to put my laptop on my carry on luggage and to hold my passport and tickets on my hand for 19 hours.

The rule is usually ONE piece of hand luggage.
If a woman has a large bag and a smaller bag then the smaller one must go inside the large one.
Amusingly, I once saw a man try to board a plane with 5 items. As he explained to the steward (who removed 4 of them), "this is my computer bag, this is my brief case, this is my suiter, this is my shoulder bag, and this is my one piece of hand luggage".
So basically, it is not one piece of hand luggage and "personal items", it is just one piece of hand luggage, (which contains personal items)
