Trying to figure out the name old scary movie ?

Looking for what was an old movie back in 2000 when I watched a movie at the age of 10. There was this short old white man dressed in black, with black holding a briefcase and would kill women, please help remember name of this movie

I don't know the answer to your ? but i know it's not American Psycho. cause christian bale was the lead character and he's not short or old in this movie.
